EPA is beginning a new periodic retrospective review of our existing significant regulations to determine whether any such regulations should be modified, streamlined, expanded, or repealed, so as to make the Agency's regulatory program more effective or less burdensome in achieving the regulatory objectives.

We want you to help us design the plan we will use to periodically review our regulations.

WHEN: Monday, March 14, 2011 from 9:30 am - 4:45 pm

There will be two opportunities at this event for the public to provide input: 1) at the plenary session, which will take place from 9:30 am - noon (eastern) and 2) during the afternoon breakout sessions from 1:30 - 3:00 pm and from 3:15 - 4:45 pm.

There will time during the morning plenary session to provide comments on the plan, which should address one of the following questions:

• How should we identify candidate regulations for periodic retrospective review?
• What criteria should we use to prioritize regulations for review?
• How should our review plan be integrated with our existing requirements to conduct retrospective reviews?
• How often should we solicit input from the public on the plan?
• What should be the timing of any given regulatory review (e.g., should a regulation be in effect for a certain amount of time before it is reviewed)?

There will also be two rounds of media-specific breakout sessions in the afternoon. During these sessions, participants may provide input on the regulatory retrospective review process for major media programs (Air, Water, Waste, Pesticides, and Toxics) and the elements of the review. There will also be a breakout session in both rounds to address general regulatory issues that may not fall into these media-specific topics.  The elements of the review process include the following:
